The biggest reason the dems patronize the blacks is to keep them voting for them.  I think the proper description for the greatest majority of blacks in this country would be  "Useful idiots".  
There are certainly a few blacks who have taken it upon themselves to educate themselves in the legal, political and financial aspects of society.  However the black community as a whole doesn't think education or personal responsibility is important in one's life.  They follow in the same footsteps as their parents, and their parents before them.  They assume the role of society's victims so that they can receive benefits for which they are not otherwise eligible or deserving.

The black community as it is today is actually a segment of the larger urban community.  Since a larger percentage of the black demographic lives in cities, we mistakenly attribute that group’s voting habits to race rather than the real driver which is urbanization.

If you slice up voting by district in this country you will see that the black vote follows the white vote proportionally depending on the district in play.  Urban whites vote heavily liberal it’s just that as a percentage of the overall white population, fewer live in the metropolitan areas.

The further out of the cities you get, the more conservative the vote becomes, regardless of race.

Now, it’s probably true that the reason that cities have a disproportionately high number of black residents is because of the social programs that the major cities but if you roll back another generation, the reason for the migration to the cities back in the earlier part of the 20th century was because most cities had a strong manufacturing industry and that equated to high paying jobs that required little to no education. (That’s the reason my grandfathers moved to Pittsburgh).  When those industries moved out, principally due to oppressive taxation, unionization and regulation you were left with an idle workforce that was able to avoid relocation due to social programs that sustained them.  Since idleness is cancer to the human spirit, you see a breakdown in those urban communities that continues to this day and makes fertile ground for radicalization.  Enter Obama and those like him, black or white, who see this population segment not as needing assistance but as willing dependents of their power.

A home owner in the suburbs or rural areas has already made the decision to live on their own to some degree.  They accept responsibility for themselves and enjoy their freedom.  An apartment dweller in the inner city that relies on public everything is far less likely to sign up for a lifestyle where they have to maintain a home, a vehicle and provide for their own security.

You and SV are both right, and I find over generalization rather disturbing, esp without looking deeper at the why.
Large urban areas and trailer park each have their problems, generations of entitlement junkies are more prominent here, but leeches can be found everywhere, even here in rural America.
I have found people who specialize in disability, helping others to 'get in', could care less about politics, vote for those who make the most promises, and lets face it, the Dems have a good handle on doing just that.  
If anything, I have noticed that among those who are 'dependent', blacks have a much better family unity than whites.
While black family members support each other, whites are often on their own, living on the street, without anyone to fall back on.
Of course I have nothing to back this up, its just an observation working with people from all walks of life.
