There is no one specific person in the line of succession to be the designated survivor. It rotates.

As far as Homeland Security being junior to Dept of Ag, your guess is as good as mine. The govt has never issued a reason why.

On government lists they are usuallly listed by date of establishment.

I have not looked this up but remember from my schooling.  The Speaker and President Pro Tem was not part of the list until, I think, the early 1900's. The Sec of State was behind the Vice President.  They decided that an elected person should be in the list before appointed ones.   == I cheated and decided to look.  I was kind of right. ==

The original act of 1792 had placed the Senate president pro tempore and Speaker of the House in the line of succession, but in 1886 Congress had removed them. The 1947 law reinserted those officials, but placed the Speaker ahead of the president pro tempore.

Accepted, and thanks.

And yes, the pro temp is the third **in line** for the presidency. As we both know, the prez doesn't have to be in line to be president... he already is!  Smiley

Yeah, I was kind of shocked that Hatch is third.
