   They do not.  It sounds harmless, like homeless, but is in fact anything but harmless . . . both of these nicknames.
    Sanctuary City translates into increase crimes, pretty much everybody knows that. 
    The Homeless are, in reality, derelicts / vagrants.  They too commit an endless stream of crimes ranging from littering to murder. 
    So, why Sanctuary City or Homeless? Politicians use these "tools" to gain favor with voters.  They sound sympathetic and that translates into votes.  Makes it easier for politicians to create a long list of bureaucracies, agencies, community groups, etc which feed at the public trough servicing these people.
