yes I think it does. What would be good is for the administration to create and release some kind of 'propoganda' video like they did during WW2, showing the border crisis in living color. maybe a little expose on the gangs, the trafficking, interviews with border agents and angel moms etc. I think we need to put a nail on the coffin of the lie that it is a 'manufactured' crisis to the 'mindless' msm induced masses.

   There are documentaries on this topic.  Some very good one's about the Minutemen, what they do, how they interact with Border Patrol.

Nope!  His job is security of the nation.

He could authorize a strike force against Mexico, if he wanted.  It all depends on how much money he has in his slush fund.
Usually, if congress doesn't like a POTUS "rash" actions, they withhold more funds.  Puts a stop to wars.

In the meantime, some people get their butts kicked!

No, permission is not required when it comes to defending the security of the nation. This question has been answered several times over the years, going all the way back to the lead up to the Civil War, during which Lincoln issued orders to the Navy to blockade certain southern ports. His administration was sued, since there was no declaration of war at that time. The Supreme Court issued the decision that the President, as CinC, has full authority to use military forces to react to current events which may be determined as a threat. This decisions has never been successfully challenged. Even during Vietnam, the authority of the presidency to react to perceived threats to the U.S. or its allies was determined to override the authority of the congress to declare war. At the height of the cold war, it made a lot of sense that the president not wait for congress to convene and issue a declaration of war before he could react to incoming ICBMs.

Since then, the War Powers Resolution (aka War  Powers Act) was passed by Congress, which had to override a veto by President Nixon to put it into law. However, there are many questions whether congress has the authority to write a law that limits the constitutional authority of the president over military forces. There has yet to be a case challenging the WPR, because all successive presidents have adhered to its requirements of either limiting the scope of the military action to 60 days, or obtaining permission from Congress for military action.

However, the current situation would not require combat forces being deployed to any foreign country, so the provisions of WPR would not apply anyway. President Trump can, with full constitutional authority, deploy military assets to our border, and use those assets to secure the border in the manner he determines is best for the success of the declared mission. He could (an, IMO, very well SHOULD) deploy multiple engineering assets from the various branches of the military, and direct them to construct permanent security apparatus.
